Kashoku is currently the youngest of the Sun Senshi.  However, she was the oldest, next to Sailor Sun, before the rebirth.  The change occurred because she was killed defending Sailor Sun as she put the kingdom into a defensive dormancy.  She was reborn as a baby in stead at the same age as when the dormancy started, but she did grow at an amazingly fast rate, much like Hotaru did when she was reborn.  Despite her age, she is the most powerful of the Sun Color Senshi, who are all more powerful than the Sun Spectrum Senshi.  Another unusual quality she has is that she is the only Sun Color Senshi to have a Silver Counterpart.  She had a non-existent childhood and acts just as old as she was before being reborn, stubborn, wise, and defiant.
